DINET WILL BE CERTIFIED AS AEO UNDER THE SCOPE OF CUSTOMS WAREHOUSE
DINET has set itself the goal of obtaining the OEA Certification, granted by SUNAT, with the purpose of achieving the greatest satisfaction of its business partners and minimizing the materialization of risks related to security in the Supply Chain.
In this regard, in 2019, DINET has implemented the Security Management Program for the international trade logistics chain under the OEA requirements. It should be noted that most of the security-related requirements were already implemented in DINET's operations because it has had the BASC Certification since 2007 and the requirements to obtain said certification are similar to those of the OEA.
What is OEA?
The Authorized Economic Operator is a foreign trade operator that meets the following conditions:
- Adequate Accounting and Logistics Records System.
- Financial Solvency.
- Adequate Security Level.
In this way, the operator becomes a trusted operator for SUNAT, thereby obtaining customs facilities due to the simplification of controls and procedures before Customs. To date, the following operators can be certified as OEA: Importers, exporters, customs warehouses, Customs Agencies and Rapid Delivery Service Companies. The OEA is within the framework of the SAFE security standards of the WCO.
Why was the OEA Operator created?
The figure of the OEA arises from the need to adopt schemes that guarantee the security of processes and operations within organizations (which are reflected in the assurance of the supply chain) obtaining in exchange benefits in terms of control and simplification of their foreign trade procedures, which translate into better growth opportunities for companies and well-being for people.
What security requirements must be met to obtain certification?
The Authorized Economic Operator must comply with minimum security standards that can be summarized as follows:
- Security in the selection and monitoring of business partners.
- Physical security and access to its facilities.
- Security in its processes or operations.
- Security in the handling of containers and other cargo units, as well as in transportation.
- Security in the selection, hiring, maintenance, termination and training (in security matters) of personnel.
- Security of information and the computer system.
In this order of ideas, DINET urges all its business partners (who are within the scope of the certification) to adhere to the OEA Program, with which they will contribute together to minimize the commission of crimes within the supply chain, in addition to obtaining facilities in the procedures and customs controls that will result in the growth and competitiveness of companies and, therefore, of the country.
